4-3 Defense vs 3-4 Defense

I think it is a unique strategy to have both a 4-3 and 3-4 Defensive scheme that might be used next year. I guess I want know how many good defensive lineman you need in rotation to play a 3-4. I mean 5-6 lumbering beefs (OL) against 3 lumbering beefs (DL) makes it tough against double teams, chip blocks, running back's extra inertia, etc. How many linebackers need to rotate?

6 rotating DL?
6 rotating LB?
